WEST ST. PAUL IS SEEKING AN ARTIST WITH EXPERIENCE CREATING UNIQUE, CREATIVE, AND WEIRD ART THAT SPARKS JOY, MAKES PEOPLE LAUGH, AND CELEBRATES A SPACE. As part of our Placemaking + Branding initiative, the City of West St. Paul seeks artists, graphic designers, project teams, and other interested parties to submit qualifications for consideration for the WiSP character development and design project. Applicants must demonstrate their ability to create and design quirky characters.
October 3, 2026, all questions about the RFQ must be received
October 8, 2026, submissions due by 12 pm
Step 1: RFQ, no payment. Step 2: RFP by invitation has a stipend of $500 provided to the RFP finalists who are not awarded the commission. Step 3: The applicant selected during the proposal phase will be provided a commission in the total amount of $5,000, through a contract with the City of West St. Paul.
